The City of Osaka has a variety of support projects including incentives programs and information services to assist foreign and domestic firms in Osaka. On April 1, 2003, " IBPC Osaka Investment Promotion Center " was established as the foundation of a promotion enterprise, which has enable our support system to cover everything from marketing support to follow-up services, according to each company : s stage of development. (2) Business Support Business Innovation Center Osaka
Established as a total support center for small and medium-sized companies and venture companies, Business Innovation Center Osaka provides comprehensive assistance according to each company : s stage of development. Joint office, business meeting space, and conference rooms are available for people those just beginning business in Osaka City.

(3) Incentives Business Establishment Promotion Subsidy for Priority Industries
(1) Rent Subsidy
Eligibility: Businesses that have recently opened leased their office by lease in Osaka City and
Are active with a proven track record in at least one of the following business fields.
(The retail industry is excluded.) Medical and welfare care, Living and culture, Information and telecommunications, Environment, Human resources, Biotechnology and nano-technology,
Employ five or more staff members at the said office, and/or rent at least 50sq.m.of floor area for the said office.
Have a feasible and concrete plan of operation for five years in the region.
Are registered in Japan as a corporation.
Applicable Expenses: Basic rent fee for 3 months
(not such expenses as common service fees and non-refundable key money)
Maximum amount: Up to 3million yen per firm, within the budget limitations.
Special provisions for large scale businesses that have satisfied the above requirements and any one of the following
Rent at least 1,000sq.m.of floor area for the said office.
Employ 100 or more staff members at the said office.
Establishment of the head office in central Osaka.
Applicable Expenses: Basic rent fee for 6 months (not such expenses as common service fees and non-refundable key money)
Maximum amount: Up to 6 million yen per firm, within the budget
(2)Business start-up subsidy
Eligibility: Foreign-affiliated firms (foreign equity ratio of one-third or more) that establish an office (head or branch) in Osaka and have considerable trade dealings in industries associated with the fields below. (The retail industry is excluded.)Medical and welfare care, Living and culture,Information and telecommunications, Environment, Human resources,Biotechnology and nano-technology, Robot-technology
Applicable Expenses: The subsidy will be offered to cover the following expenses related to theestablishment of a business in Osaka.
Commission fees for market research and other research pertinent to the business : establishment; interpreters : fees and related expenses
Expenses for licensing, registration and other legal formalities
(excluding commissions on governmental services)
Non-refundable key money paid for the rental of office and/or other space
Maximum amount: Not to exceed half the total amount of the applicable expensesUp to 1million yen per firm, within the budget limitations.
(4) Incentives Osaka City Subsidy for New Business Establishments in Key Industries
The City of Osaka offers a subsidy to companies in designated fields for the construction or purchase (partial purchase included) of buildings in Osaka City for use as their offices or factories.

Eligibility: Companies doing business in designated key industries
Key industries are those related to and welfare, cultural life, IT, environment, human resources, bio or nano-technology and robot industries.
The new establishment must have 1,000?u or more in floor space for the applicant : s own use
Applicants must have five or more full-time employees
Applicants must have been in operation for more than a year and a significant part of their turnover must be related to the designated key industries
Applicants must submit a plan by March 2006, start construction by March 2007, and start operation by December 2008
Retail stored, restaurants and bars are not eligible
Costs covered: Invested fixed capital in buildings and factories (for the company : s own use)
æ¦ Invested fixed capital (Local Taxation Law article 341): Total expenditure of a company in obtaining buildings and depreciable assets(500,000 yen upwards) for use as its office, factory, etc. More specifically, the construction costs pertaining to the building and facilities, machinery, equipment such as air-conditioning, exterior structures, etc.
Limitation of Costs: Max. 200,000 yen / m2 in construction cost per floor area (for the company : s own use)
(5)Incentives Subsidy for Land Acquisition in Cosmosquare
To promote the development of an R&D base on Cosmosquare, the City of Osaka subsidizes companies that purchase city-owned land in the district to construct R&D centers in designated key industries, facilities for trade promotion, or other facilities enhancing the convenience of daily life of researchers in the area.

Eligibility: Companies that purchase city-owned land in the Cosmosquare district for the construction of either one type of the facilities below:
The companies which develop research or business facilities in the fields designate as key by City of Osaka
Key industries mean the industrial fields related to medicine and welfare, cultural life, IT environment, human resources, bio or nano-technology, robotics and international trade.
The companies which develop convenient facilities to support R&D to designated degree.
Minimum size of city-owned land to be development must be eligible for this subsidy
80% or more of the facility to be development must be eligible of this subsidy.
City-owned land must be acquired by March 2006 and construction started by March 2007.
The facilities for R&D and business related to key industries should be constructed and used by the applicant and applicant must have five or more full-time employees.
In case of residential development, other convenience facilities must occupy 3% or more of the complex.
Costs covered: Cost for land acquisition
Limitation of Costs: Up to 30% of land purchase, up to 1 billion yen
(6) Preferential Taxation Comprehensive Bonded Area System
The purpose of this system is to facilitate imports by conducting all processes (unpacking, storage, processing, and exhibition of imported goods) at one place while bonded and not at separate locations as it was done in the past.Location: Asia and Pacific Trade CenterBenefits:
i) Goods can be exhibited while bonded, which is not normally possible.
ii) While goods are on exhibition (2 years), customs duty and sales tax are free of interest.
iii) No paperwork such as declaration, when transferring goods in the area.
ix) Unsold goods can be re-exported while bonded after the bonded exhibition.
(7) Business Matching Global Venture Forum (GVF)
GVF, held right after G-BOC, serves as an event that provides excellent overseas and domestic high-tech venture businesses to meet with potential Japanese business partners for technology alliance, expanding sales channels and raising capital.

(8) Rental Facilities Shimaya Business Incubator
Support center for new enterprises and enterprises entering a new market.Includes management and technique consultant.

(9) Rental Facilities Asia and Pacific Trade Center (ATC)
ATC is one of the largest international trade centers in the world where goods from all parts of the world are traded. To promote import and establish connections with the global market, ATC also works as an international trade mart designated as the first integrated bonded area in Japan. Rental space is available for both domestic importing businesses and foreign companies that intend to enter Japanese market.

(10) Rental Facilities Osaka World Trade Center Building (WTC)
